10. [...] It is only after the indictment has been confirmed that the proceedings against the accused have commenced, and only then can an interlocutory order be made by a Chamber or a Judge. The Tribunal will not entertain submissions made by an accused person or by counsel who seek to speak on behalf of the accused prior to his appearance before the Tribunal. [...]
